Retail sales rose 0.6 percent in December from a year earlier but well below the median market forecast for a 1.5 percent increase. Sales at large-scale retailers fell 1.3% in December from the previous year.
Large retailer sales dropped an annual 1.3 percent, missing forecasts for a fall of 1.0 percent.
Consumers have been reluctant to spend as wage growth remains sluggish. Japan's economy expanded for a third straight quarter in July-September as exports recovered, but domestic activity remained weak.
